Exclamation 2013 Recreational Gag Season & Shallow-water Grouper Closed Season

After reviewing public hearing comments and the actions and alternatives contained in this amendment, the Council chose to keep the July 1 gag season opening, but allow the season to remain open until the annual catch target has been met. The 2-fish bag limit also remains in effect, giving an estimated season of 133-155 days, compared to the 123 days in 2012.

The Council also decided to eliminate the current February 1 through March 31 shallow-water grouper closed season shoreward of the 20 fathom break. Recreational harvest of red grouper, black grouper, scamp, yellowfin grouper, and yellowmouth grouper will be permitted all year unless you are fishing beyond 20 fathoms. Beyond 20 fathoms, the February 1 through March 31 recreational closed season remains in effect.

Before the amendment becomes law, the Secretary of Commerce must approve and implement the management changes.

Summary: Gag is closed recreationally in all waters until July 1, 2013.

NOAA Fisheries reminds recreational fishers that the February 1 through March 31 shallow-water grouper closure is still in effect. The Gulf of Mexico Fishery Management Council has recommended that the closure be modified so that it only applies to federal waters seaward of a boundary approximating the 20-fathom depth contour. However, rulemaking to put this modification into effect is still ongoing and will not be complete before the end of this year's closed season. Therefore, the shallow-water grouper closure will be in effect for all Gulf of Mexico federal waters in 2013.
    They suck....so bad.

So if I'm reading this right red grouper, scamp and others will still be open next week? If so can you post a link to the regs if you have it so I can print them out to take them with me. Thanks for the info.

Started reading into this and found this: News from Gulf of Mexico Fishery Management Council
From what I get out of this they're taking to long to decide the Amendment so the initial ruling stands Closure of shallow water grouper starts friday.

Note that recreational fishing for gag is already closed. Gag fishing will open in Gulf of Mexico federal waters on July 1, 2013. The rulemaking, if implemented, would also modify the 2013 recreational gag season by keeping the July 1 opening date, but revising the closure date from October 31 to a date when the annual catch target is projected to be caught.

As part of the rulemaking, there will be a comment period on a proposed rule. NOAA Fisheries will provide instructions on how and when to submit comments in an accompanying Fishery Bulletin outlining the proposed rule.

Species in the Recreational Shallow-Water Grouper Complex

    Black Grouper
    Red Grouper
    Gag
    Yellowfin grouper
    Scamp
    Yellowmouth grouper

So basically all grouper is closed Feb 1st. Through March 31st. In Gulf fed and state waters.

Then Gag MAY open for harvest on July 1st.

Yeesh. This is getting way beyond reasonable. How is a tourist supposed to know or plan a trip here. What a stupid way to run and manage your resources.

The Feb-march closure has been that way for as long as I can remember, though that is not always that long! The Gag closure, without a set date is a little more difficult to digest. Though there is always the possibility of an early closure, it seems easier to me to close it if there is not date attached. Just my opinion. Which has value, to me!

Funny how they can close a fishing season at the drop of a hat, but it takes a long time for them to open one.

But I'm sure they have a great explanation for there actions....as always
