    Default General Talking Points

    TALKING POINTS

    http://origin.library.constantcontac...RAP+POINTS.pdf

    General
    1. Council ignored public on sector separation, time and again. Why should I believe that you care? How much does it cost to get my way?
    2. Annual Catch limits are set too low, causing closures of healthy fisheries.
    3. The value of the OPPORTUNITY TO FISH is ignored
    4. Economic impact is ignored
    5. Fishing Rights are ignored

    Default ISSUES

    Allowing Over Restrictive Closures
    1. Dr. Shipp said 6 months of 3 red snapper bag limit is supported TODAY. Why no action
    ?

    Sector separation
    1. Over 90 % opposed to this disguised theft of our fishery. Why the heck is it still moving forward? You LISTENED to the money and the paid investor advocates, while ignoring the overwhelming input from the fishing public.
    2. Council has continued to ignore us.
    3. Council is giving their blessing to the theft of our fishery. Who will be held accountable?
    4. You fish either commercially or recreationally. PERIOD.
    5. Boat owners ARE NOT entitled to any share of ownership of a public resource
    6. Giving our fishery to private individuals
    7. Denying us access to a public resource
    8. Stealing a public resource

Non-compliant Exempted Fishing Permit for RECREATIONAL CATCH SHARE PROGRAM-
    1. 17 privately owned boats control WHO fishes and HOW MUCH they pay?
    2. 17 boats can take red snapper out of season?
    3. Allows possession and SALE of recreational fish outside of legal season – VIOLATION
    4. These people are selling fish collected specifically under an Exempted Fishing Permit
    5. Each sample (fish) is not weighed and measured.
    6. How do we know that duplicate ‘tags’ are not being issued to cover possession of illegally caught fish?
    7. Not weighing and measuring every fish
    8. No observer
    9. No final check-in
    10. Establishing a recreational ifq
    11. No biological information
    12. Discards are not recorded
    13. Denies us our opportunity to fish
    14. Denies our community economic activity
    15. Denies our right to fish

Failure to protect the resource (reef demolition)
    1. Allow protected coral to be destroyed
    2. Allow the needless slaughter of red snapper, red drum and other fish when rigs are blown
    3. Council actions
    4. Accessibility to Council (SA holds public input in the evening out of respect for the public)

I, like I think many divers are, was not as educated in the problems and process, but after sitting in and listening last night, I am now. Thanks to those that spoke up, hopefully they actually listen and act appropriately.
