Find a shaft of some kind, like a fiberglass stick or a metal tube.

Drill a hole in the bottom for the rubber

Epoxy or weld your tip of choice, or make a tip. All it needs to be is a sharpened point with a flopper. You might want to just buy a brad and a flopper from Ray Odor or someone else.

Last step is to make your rubber. Tie some strong but thin rope/twine in knots at the ends. Insert the knots into the rubber band (easier said than done) and tie the rubber using a constrictor knot to hold the roope knots inside the rubber tubing.

Spruce it up by wrapping electrical tape where you are going to be gripping it.

    You're done.

not to seem like a jerk or anything, but they are pretty cheap and would probably be cheaper to buy a prefab one or just a couple dollars more, but by the time you add up time spent making it....

My 7 foot aluminum with paralyzer tip was only $30 brand spankin' new.

A bunch of people make them, some are really cheap and a good way to start.
